PURPOSE:
The City of Greensboro and Greensboro Transit Authority (GTA) have received grant awards from the Federal Transit Administration (FTA) for the purchase of four (4) replacement Hybrid Electric Vehicle (HEV) Transit Buses. City Council approval is requested to allow the expenditure of funds.
BACKGROUND:
The FTA has awarded grant funds to support the purchase of four (4) HEV buses that will be used in GTA's fixed route service. These funds will be used to replace four (4) buses that have exceeded FTA's useful life standards, both in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a heavy duty fixed route bus. The purchase of these HEV buses will allow GTA to continue its efforts to replace old diesel buses with HEV buses. FTA awarded grant funds in the amount of $2,090,000 and requires a local match of $428,072 for a total budget of $2,518,072.
Piedmont Authority for Regional Transportation (PART), in coordination and cooperation with the City of Greensboro, City of Concord (NC), City of High Point (NC), and City of Burlington (NC) has conducted a consolidated bus procurement process for the purchase of 35 foot and 40 foot low floor transit buses, including hybrid electric buses, over a five (5) year period. The PART Board awarded the contract to New Flyer of North America. With City Council approval, GTA will purchase the subject HEV buses from New Flyer of North America.
BUDGET IMPACT:
The FTA awarded federal funds in the amount of $2,090,000 to support the purchase of four (4) replacement HEV buses. The City is required to provide local matching funds in the amount of $428,072. These funds should come from the following account: 564-4531.01.6567. A budget adjustment is required to move funding into the appropriate transfer account.

RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests that the City Council approve the attached budget ordinance in the amount of $2,518,072 for the purchase of the four (4) HEV replacement buses.
