PURPOSE:
The City of Greensboro Water Resources Department is requesting approval for annual software subscription and maintenance contracts for the WaterSmart Customer Billing Information Portal to support the advanced metering infrastructure solution.
BACKGROUND:
After a competitive Request for Proposals (RFP) process, Sensus USA, Inc. was chosen to implement their Advanced Metering Infrastructure solution. WaterSmart was proposed as the customer engagement solution by Sensus in response to the requirements of the City’s RFP.
BUDGET IMPACT:
Annual funding is budgeted in Water Resources Operating Fund account 501-7012-01.5415. The cost is based on the number of meters on the network each year. 100% of the City’s 108,500 meters will be covered by the system at the end of the implementation phase in three years. Pricing begins at $0.85 per meter per year in addition to annual renewal costs. The proposal calls for 2% cost escalations to start in year four. The annual cost at full implementation is estimated at approximately $110,000.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends City Council approve annual software subscription and maintenance contracts with WaterSmart Software, Inc. to Support the Advanced Metering Infrastructure Solution in perpetuity provided that sufficient appropriations are approved by City Council in succeeding fiscal years.
