PURPOSE:

As the City of Greensboro works to create a more inclusive environment, one area that has needed addressing is our Code of Ordinances.

BACKGROUND:

Many of the ordinances include gendered language such as policewoman, workman, fireman, etc. Removing this language is important so the City of Greensboro code does not reinforce outdated stereotypes. Municode offered its services to review and create a gender-neutral report which is included in the body of the attached ordinance. To ensure gender neutrality throughout the codes, Municode editors conducted a page-by-page review of the Code which could be revised to a “skillful” or “professional” fashion.

BUDGET IMPACT:

Cost to the City for the code review and creation of a Gender-Neutral Report was $6,000 and upon adoption of the ordinance, Municode will charge an additional $3,000 for implementation of the Gender-Neutral revisions via supplementations.

RECOMMENDATION / ACTION REQUESTED:

It is requested City Council adopt the ordinance amending the Greensboro Code of Ordinances to modify any and all masculine and/or feminine language to gender neutral pronouns; providing for conflicts; and providing and effective date of December 15, 2020.
